The cops, of course. Say you’re going out to buy a car and take the money out of the bank, in cash. On the way to the car lot, you get stopped by the cops. The cop performs an illegal search of your car and discovers the money. At that point it is YOUR RESPONSIBILITY to prove you got that money legally. If not, he just TAKES it. Without ANY proof of wrongdoing on your part, and NO crime involved. Then YOU must spend the money and time it takes to prove the money is rightfully yours. That’s under the unconstitutional “civil forfeiture law” passed some time ago with the excuse that is keeps drug dealers from having enough money to mount a stiff defense—which is unconstitutional in itself.

All the cop needs is his unfettered claim that you’re carrying “more money than the average person, and it MUST be drug money.” Even if there is NO evidence that it is. Only the POSSIBILITY it MIGHT be is necessary. They use the fact that ALL money, has some evidence of drugs on it, through being passed from hand-to-hand. Chances are 100% that your money has such “evidence” on it, and it doesn’t matter that it’s BOGUS. (National Motorists Association)
