Franken Tries to "Get Around" Election Law

He tried to get the governor or Secretary of State to sign a certificate naming him as the winner of the election, despite the fact that his opponent’s lawsuit is still in play. Maybe he ought to get it, based on his effort. He took a losing election and became a winner by “finding” votes that never existed. Some votes were in excess of the number of voters in the districts in which they were “found,” but nobody seems to have noticed.
